The government has announced a massive increase to Permitted Development Rights (PDR), which allow developers to bypass community consultation, bypass planning standards and build homes without contributing to local needs such as roads, transport, parks or schools. This film visits Harlow, where PDR has had a huge impact, with 51% of new homes were built under PDR for office conversions in 2018/2019, including Terminus House.
