Proposals for Lewisham Shopping Centre reshape the heart of Lewisham with a bold, green vision that combines urban living, thriving community spaces, and ecological revitalisation. A lush public rooftop park, larger than a football pitch, will create a green sanctuary. This 17-acre development will deliver over 1,700 new homes, including 20% affordable housing, 445 co-living residences, and 660 student beds. A pedestrianised high street, lined with independent food and drink outlets, will host al fresco dining, public events, and social spaces day and night.
Describe the context of this project, its neighbourhood and people.
Lewisham Shopping Centre is set for an evolution from traditional retail hub into a thriving new mixed use green neighbourhood at the heart of the borough. This ambitious reimagining, centred around an 8-acre public realm featuring a multi-level meadow landscape, directly responds to the needs of the diverse local community that Landsec has worked alongside for over 20 years. Throughout the design process, we’ve gained a deeper understanding of the strong connection between the local community and Lewisham town centre. We’ve seen first-hand the vital and diverse role the town centre plays in residents’ daily lives. We’ve learned how different communities and age groups engage with the area in unique ways, and we’ve listened to the aspirations of those who want Lewisham to reclaim its place as one of London’s most dynamic neighbourhoods. The project addresses critical local challenges, including poor air quality, a lack of accessible green and play spaces, and physical barriers caused by major roads that fragment the town centre. The redevelopment sits strategically between the bustling Lewisham High Street and the natural Ravensbourne river corridor, aiming to knit these distinct urban and ecological edges together. By introducing nature, play, and culture into the urban fabric, the vision seeks to redefine Lewisham as a place to gather, shop, eat, play, and live, transforming it from a functional retail centre into a thriving, nature-led neighbourhood that celebrates community, creativity, and the spirit of south-east London.
Please describe your approach to this future place and its mix of uses. How will it function as a vibrant place? How does it knit into, and serve the needs of, the wider area?
The vision is that the proposals create a new place for all, where everyone is welcome. A bold, green vision that brings together urban living, thriving community spaces, culture, and ecological revitalisation. At its centre, a lush, expansive public rooftop park will house a wild meadow, larger than a football pitch, creating a green sanctuary for residents and visitors alike. The 17-acre masterplan introduces over 1,700 new homes, including affordable, co-living, and student accommodation, creating a diverse residential mix and constant activity throughout the day and evening. A multi-level meadow landscape will provide generous public green space, play areas, and a civic square, all connected through walkable routes and accessible terraces. The development also focuses on creating a sustainable arts and culture ecosystem to enrich the neighbourhood and support local talent. At its heart is the New Model Market, a vibrant public space at 196 High Street that builds on the legacy of the former Model Market, once a beloved South London destination. This dynamic square will host markets, events, and performances, celebrating the area’s eclectic, creative energy. Central to this cultural hub is a new music and community venue, developed in collaboration with local collective Sister Midnight, providing a platform for local artists and strengthening Lewisham’s night-time economy. By stitching together the Ravensbourne river corridor and the busy high street, Levesham Meadows creates a continuous green and cultural network that promotes biodiversity, creativity, and community connection, redefining Lewisham as a vibrant, nature-led neighbourhood for the future.
Please explain the governance of the project, such as its viability, purpose, motivation and any consultation and community engagement undertaken.
The masterplan’s evolution has been shaped through one of the most extensive public consultation processes in Lewisham’s history. Over three years of engagement, including surveys, public exhibitions, themed workshops, and an innovative e-gaming platform designed to reach young people, have ensured that the project genuinely reflects the aspirations of Lewisham’s diverse communities. A dedicated Design Champions group of 16 local residents has played a central role throughout, co-creating aspects of the scheme and helping to shape priorities around movement, green space, and public realm. In total, more than 2,500 people have participated in the consultation process, directly influencing key design decisions and the overarching vision. The project’s purpose is to reinvent a jaded retail centre as a vibrant, sustainable, and inclusive urban neighbourhood. Landsec’s 20-year stewardship of the site underpins a deep understanding of local needs and challenges, ensuring that regeneration is delivered with long-term community benefit at its core. Viability and deliverability are secured through a balanced mix of uses - residential, co-living, student housing, retail, leisure, and cultural space - and a phased approach that retains and relocates existing tenants to maintain continuity of service throughout construction. The Masterplan received unanimous planning approval last month. The masterplan also overcomes complex land ownership challenges by integrating adjoining sites such as Lewisham House, demonstrating a strategic and collaborative approach to urban renewal. Together, this process represents a model for partnership-led, inclusive regeneration, one that places local people at the heart of Lewisham’s transformation.
