Hampshire County Council seeks market insight from housing providers for extra-care housing at Dunsbury way in Havant, Hampshire.
Hampshire’s older persons population is estimated to increase from 153,000 to 239,000 between 2020 and 2035. This 56% increase is reflected in Havant where the over-75 population is set to grow from 15,000 to 23,000.
Analysis completed in 2024 indicates that 154 units of affordable Extra Care Housing will be required in the Havant Borough area over the next 20 years to sustain this growth.
The successful provider, which will need to include a registered housing provider, will be expected to operate the scheme for the 20-year period after obtaining both Homes England funding and their own capital contribution to fund the scheme. The project will not receive any capital investment from the County Council.
The market-insight opportunity will provide interested suppliers with early insight on this scheme. The council will be appointing a provider to design, build, operate and maintain an approximately 70-bed extra care facility.
Hampshire County Council will be holding an online market engagement event on Monday 6th of July 2026 at 14:00 where the project team will give a presentation on the Council’s proposed approach, which will be followed by a question and answer session.
